		<description>Certainly it sounds wonderful, but Finland is a small country, and I don't honestly see that model working for larger, more diverse countries.  Taking elements out of it might be important to the evolution of education in other parts of the world, however.  Yet...how does one go about making the students 'responsible'?  It seems like a key piece, but very elusive.</description>
